General Information
Patients have the same legal rights guaranteed to all Americans by the Constitution and other recognized edicts. Individuals do not lose their rights by being hospitalized. Access to patients’ rights information can clarify a variety of issues and offer solutions for many situations. State issued handbooks outlining rights can be found in English here or Spanish here. Another great resource is the Tehama County Mental Health Plan Beneficiary Handbook which can be accessed here. Tehama County Health Agency believes knowing your rights is an empowering tool when accessing any type of Health Care. Patients’ Rights Advocacy: If you have any questions or would like to make a complaint about a possible rights violation, please call 1-530-527-8491 ext. 3014 to speak to a local Patients’ Rights Advocate or the California Office of Patients’ Rights at 1-916-504-5810. Our goal is to address and correct any issues so that every patient’s experience is constructive.
At Tehama County Health Agency, we recognize that individuals experiencing mental illness and receiving treatment in mental health facilities, whether voluntarily or involuntarily, are guaranteed numerous rights under the Welfare & Institutions code, Section 5325. These include the right to be free from abuse and neglect, as well as the right to privacy, dignity, humane care, and the right to basic procedural protections in the commitment process.
